Oil prices recover on sanctions speculation

Oil prices rebounded from 16-week lows on Thursday, driven by prospects of tighter sanctions on Russian crude and geopolitical risks, though supply concerns capped gains. Brent crude gained 15 cents to $65.50 a barrel, and US West Texas Intermediate crude rose 14 cents to $61.92 a barrel. OPEC+ may raise output by 500,000 bpd in November.
