A dark tanker, the Perle, has positioned itself for a rare open-water fuel transfer of US-sanctioned Russian liquefied natural gas off the coast of Malaysia. The ship loaded the cargo from the Portovaya plant in February and is likely its first east-bound shipment since the US sanctioned the facility in January.
