What is Global Access Provider (GAP)
Unlocking Global Markets: A Deep Dive into IFSCA’s Global Access Provider (GAP) Framework
The international investing landscape for Indian and global investors has undergone a major regulatory transformation. With the introduction of the Global Access Provider (GAP) Framework by the International Financial Services Centres Authority (IFSCA), navigating cross-border investments has become streamlined and fully secure.
Launched in August 2025, this specialized licensing regime sets up India’s GIFT City IFSC as a international financial services centre to international financial ecosystems. It replaces old, fragmented channels with a regulated framework to top global stock exchanges like the NYSE, NASDAQ, and LSE.
Here is everything you need to know about the GAP framework and how it changes the game for investors and financial intermediaries alike.
What is the Global Access Provider (GAP) Framework?
The GAP framework is a comprehensive licensing and supervisory model designed by the IFSCA. It authorizes registered broker-dealers and exchange subsidiaries inside GIFT City to offer clients compliant routes to foreign securities.
To build an accountable ecosystem, the IFSCA structured this model around two distinct operational tiers:
- Global Access Provider (GAP): A licensed IFSC broker-dealer or a stock exchange subsidiary that sets up direct trading arrangements with regulated overseas brokers to execute client orders.
- Introducing Broker (IB): A GIFT City intermediary that connects clients to a licensed GAP. This allows local firms to facilitate access to international investment opportunities through a licensed GAP, subject to applicable regulations.
How the Investment Mechanics Work
The framework creates a smooth pipeline for multiple classes of global investors while maintaining strict guardrails.
1. Clear Routes for Indian and Foreign Investors
- For Domestic Indian Residents: Individuals can easily purchase international assets by utilizing the Reserve Bank of India’s Liberalised Remittance Scheme (LRS). This currently allows residents to invest up to USD 250,000 per financial year.
- For NRIs and Global Clients: The framework is fully accessible to Non-Resident Indians and foreign nationals, helping turn GIFT City into a vibrant, multi-currency financial hub.
2. Permitted vs. Restricted Asset Classes
Investors can seamlessly build diversified global portfolios using standard asset classes, though speculative or overlapping domestic products are restricted to protect market integrity.
- Allowed Assets: Foreign equities (e.g., Apple, Tesla, LVMH), international Exchange-Traded Funds (ETFs), and overseas corporate or government bonds.
- Prohibited Assets: Crypto assets and any single-stock or index derivatives that are already traded directly on local IFSC exchanges.
3. Ironclad Capital Security
To ensure complete fund protection, the framework separates client assets from corporate capital. All investment funds must route securely through IFSC Banking Units (IBUs) or payment networks authorized under the IFSCA Payment Services Regulations.
Key Investor Protections & Compliance Standards
The IFSCA has embedded several regulatory safeguards into the framework to build institutional trust:
- Strict Onboarding: Compulsory Know-Your-Customer (KYC) and Anti-Money Laundering (AML) checks adhering to international benchmarks.
- Data Onshoring: Transaction records and client data are securely stored within the IFSC jurisdiction.
- Continuous Oversight: GAPs and IBs must submit to mandatory quarterly reports and comprehensive annual compliance audits.
- Fee Transparency: Full, upfront disclosure of all transaction charges, custody fees, and currency conversion margins.
